Public Service Talks Begin As Four-Day Week Proposal Enters Negotiations

Negotiations have begun over a new enterprise agreement covering almost 200,000 Australian Public Service employees, with union representatives proposing a range of workplace changes including a trial of a four-day working week, additional annual leave and stronger protections relating to artificial intelligence.

According to published reports, the Albanese Government has indicated it will consider the proposals in “good faith” as enterprise bargaining discussions continue. The proposals reflect the negotiating position of the relevant public sector union and should not be interpreted as government policy or confirmed workplace changes.

Enterprise bargaining is the process through which employers and employee representatives negotiate wages, working conditions and employment arrangements. Within the Australian Public Service, enterprise agreements can cover matters such as salary increases, flexible working arrangements, leave entitlements, workplace conditions and employee protections.

Among the reported proposals are a trial of a four-day working week, increased annual leave entitlements, stronger safeguards to ensure artificial intelligence is not used to replace employees without appropriate consultation and pay increases for public servants. Whether any of these measures are ultimately adopted will depend on the outcome of negotiations between the parties.

The growing use of artificial intelligence has become an important issue in workplaces across Australia and internationally. Employers are increasingly exploring AI to improve efficiency and automate administrative tasks, while employee representatives have called for clear policies that protect workers, provide transparency and ensure technology complements rather than unnecessarily displaces staff.

Debate over flexible work arrangements has also continued since the COVID-19 pandemic accelerated changes in workplace practices. Some organisations have expanded remote work, flexible hours and compressed work schedules, while others continue evaluating how these arrangements affect productivity, service delivery and employee wellbeing.

Workplace experts note that four-day working week trials have been conducted in a number of countries and industries with varying results. Some studies have reported improvements in employee satisfaction and work-life balance, while others suggest outcomes depend heavily on the type of work performed, organisational needs and implementation methods.

The Federal Government has stated that it remains committed to engaging constructively throughout the bargaining process. As negotiations continue, any proposed changes to wages, leave entitlements or working conditions would require agreement between the parties before becoming part of a new enterprise agreement.

The outcome of these discussions will be closely watched by employees, unions, government agencies and other employers, as developments within the Australian Public Service often contribute to broader discussions about workplace reform, flexibility and the future of work across Australia.
